The Wilfrid Phillips Memorial Notarial Lecture 2018
took place at the City Business Library, Guildhall, on Tuesday 25 September 2018, 6.00pm - 8.00pm
The Notarial Committee of the Scriveners Company and the Society of Scrivener Notaries were pleased to host the annual Wilfrid Philips Notarial Lecture at the City Business Library, Guildhall, EC2V 7HH.
The principal guest speaker was Emma Oettinger, a distinguished Anti-Money Laundering Expert, currently Senior Advisor, Risk, at Ashurst LLP and previously Senior Strategist at the UK Home Office, Head of Operations and Implementation, Sanctions and Illicit Finance, HM Treasury, and AML Policy Officer of The Law Society. Emma discussed the implications of the EU fourth money laundering directive and related legislation with particular emphasis on the role of notaries with reference to the anti-money laundering guidance for the legal sector. Martin Buchner, scrivener notary and partner of De Pinna also spoke on the execution of documents by virtual means and how the case R (on the application of Mercury Tax Group and another) v HMRC  EWHC 2721 could affect notarial practice.
The evening finished with a panel discussion, a drinks reception and an opportunity for informal discussion.
The lecture evening has been accredited with 2 points for the purpose of the Notaries (Continuing Professional Education) Regulations 2010.
